Personal message

To campaign against abusive politicians, supported by Cosatu (Largest Trade Union) and other proxies, who misuse the GEPF (Government Employees Pension Fund), a leading independent pension fund that manages pensions and related benefits on behalf of government employees, pensioners and beneficiaries in South Africa.  The abuse involves unlawfully bailing out bankrupt SOEs (Eskom, SAA to name a few) to service the latter’s debt responsibility.  It is very important to note that the GEPF is not a Government institution, but rather a separate juristic entity.  It was established in May 1996 when the Government Employees Pension Law came into force (Proclamation/Act No.21 of 1996) following the election of South Africa’s first democratic government in April 1994.
The systematic raiding of the fund and misappropriation of funds utilizing loss-making investments in shady companies has now been carrying on for years, and if we do not stop the Government soon as a matter of urgency, the fund will no longer be able to support its beneficiaries, current and future.

The expected impact of the campaign is to PREVENT the ruthless politicians abusing hard-earned private pension money to fund poorly managed SOEs (State Owned Enterprises) of which the most prominent is Eskom, South Africa’s primary Energy and Electricity Supplier.  Many more SOEs could be listed.

The AMAGP, in partnership with other supporting organisations and Trade Unions, ie Fedusa and Public Service Association (PSA), will use these funds to proceed with litigation to prevent the SA Government illegally using private pension funds for debt-relief of neglected SOEs.  A positive outcome will benefit approximately 450,000 pensioners, including beneficiaries, and current 1,3 million contributing members to the GEPF.

Government policy

AMAGP management supports the government’s policy pertaining to COVID-19 by emphasizing the announcement by President Cyril Ramaphosa on Monday 23 March 2020. The disaster management’s emergency regulations are in the interest of all South Africans regardless of age or ethnic differences.

Essential services

There is great appreciation amongst all AMAGP members and supporters, personnel in various categories who in difficult times must undertake essential services.

Vulnerable groups 

AMAGP wish to emphasize, that vulnerable groups in society, such as young children and the aged, demand special considerations. However, people already living with weakened immunities, such as TB patients will demand greater care. Regarding care of the aged, the Act on Older Persons (13 of 2006) can serve as an excellent guideline.

AMAGP’s CONTRIBUTION

All AMAGP members and supporters are encouraged to  follow Disaster Management’s regulations; to render spiritual, physical, moral and other assistance wherever possible.

Introduction

The Board of Trustees’ performance in protecting the Government Employees’ Pension Fund (GEPF) members’ interests has left much to be desired.

Pensioners, employed members and beneficiaries were dissatisfied with their support when dealing with the GEPF.

Initially, The GEPF Monitor Group was founded by a number of voluntary pensioners.

As there was a requirement for an organisation to be a judicial person when dealing with these issues, the Association for Monitoring and Advocacy of Government Pensions (AMAGP) was established to address this need.

This document attempts to summarise the purpose and expectations of AMAGP.

AMAGP Core Values

AMAGP holds the following values for our conduct:

  • We play the ball and not the man. Our aim is the preservation of our pension fund, not winning arguments.
  • Factual. Our reputation depends on the trustworthiness of our statements.
  • Respect for institutions and individuals.

AMAGP holds the following values for our fund and members’ benefits:

  • All GEPF members receive their legitimate benefits.
  • The GEPF fund remains sustainable.

  • Vision

    Government pensioners derive the best possible benefits from their pension fund.

    Mission

    AMAGP ensures that the GEPF manages the pensioners’ assets/benefits diligently, effectively and efficiently in the best interests of the fund members while ensuring that the fund is sustainable.

    Objectives

    • The fund’s growth supports the improvement of rightful benefits while ensuring its long-term sustainability.
    • Annual pension increases significantly exceed inflation.

    Approach

    GEPF sustainability. AMAGP influences the pension fund’s sustainability as follows:

    • We hold the Board of Trustees (BoT) accountable to fulfil their fiduciary duties diligently.
    • Monitor the investments for performance and ethical conduct.
    • Utilise official government institutions with investigations to rectify wrongdoings.
    • Cooperate with parliamentary functionaries and processes to advance AMAGP objectives.
    • Use the media to sensitise the public and to expose alleged abuse and corrupt activities.
    • Mobilise civil society to support the rule of law in ensuring the sound management of the GEPF.

    If you are a government official, pensioner or a beneficiary as a widow/widower, you will benefit by joining AMAGP to preserve our pension fund.
